This study is based on unpublished material from the Greek Ministry for Foreign Affairs, and deals with the endeavors of the Ottoman Government to strengthen the Muslim element in the border regions of European Turkey. It specifically concerns the colonization of Circassians, who presented a special problem in Thessaly during the period 1874-76, due to their bandit activities. The Greek Kingdom, bordering on this region, could, up to a point, interfere and ask the Turkish authori- tes to stop the Circassians from settling in Thessaly. Although the Greek pressures were rather ineffective, it appears that the general uprisings in the Balkans during this period, contributed to the curtailment of this settlement policy.
