The key to educational change, improvement, and development of a school is a collaborative culture between the members of the teaching staff. But how feasible is it to develop and maintain such a culture in a school that functions in a centralized education system? This question was the basis for the present research, which was a qualitative study performed in one preprimary school. Findings indicate that several types of cooperation developed in this particular school, which indicate the presence of a collaborative culture. Moreover, there was evidence of certain factors that affected this culture, either positively or negatively. The leader was consider to be the most positive factor, she acted as a role model of collaborative behaviour by applying distributed leadership, collective decision making, and effective communication. In this way, the leader had set the foundation for the promotion of a collaborative culture in the kindergarten school she administered.
